Is Parkway Neighborhood Association a Home Owners Association (HOA)?

Parkway Neighborhood Association (PNA) is not an HOA.

However! PNA is an active association recognized by the City of Albuquerque’s Office of Neighborhood Coordination (ONC) with a set of Bylaws.

The Neighborhood Association emphasizes efforts for a safe, clean, and respectful community and combines the common community goals, for a high value on the “Quality of Life” in our community.

As a progressive and proactive association, the community has a voice and shares the responsibilities and accountabilities.

PNA has access to apply for City and County government agency funding programs for monetary grants to enhance our Community Beautification Projects.

What can I do about barking dogs?

Dogs are wonderful pets that are part of the family. Many families have dogs in our community. However, there are times when dogs are left outside overnight  or during the day and they bark for what seems like hour after hour. What to do? Remember to monitor your pet’s barking activity. This will keep your neighbors happy!

Also, be mindful that dogs may have the capability in jumping on or over property walls and fences. This can  result to safety reporting issues from pedestrians on public sidewalks next to your property and from bicyclists on the street. PNA suggests to do what is necessary to effectively prevent this from happening.

What is the purpose of 311 and 911?

Purpose of 311?
311 is a citizens’ hotline. It’s a simple way for you to report problems or ask questions about your community.

Call 311 for:
• Dog barking for most of the day or night • Loud noises on property or street
• Loud music
• Large Vehicles/ RVs
• Vehicles parked on the sidewalk
• Vehicle repairs on the street
• Construction- Code Enforcement Compliance (block walls, fencing, building construction).
• Graffiti • Branches overhanging the sidewalk or street
• Weeds, dried shrubs or dead trees
• Stray animals
• Homeless in the area
• Sidewalks if damaged/vandalized
• Large item pickup
• City street maintenance, signs, street lighting

Purpose of 911?
Call 911 for any emergency that requires immediate assistance from the police, fire department or ambulance.

Call 911 for:
• Gun shots, illegal fireworks and explosives
ATVs driven on public streets and City Property (Parkway Park and Painted Sky Elementary School)- Not street legal for driver and ATV equipped. Call 242-COPS
• Suspicious activity, persons or vehicles
• Car accident
• Vehicle stolen or vandalized
• Animal has bitten a person
• Brush fire
• Stranger(s) in your neighborhood/ trespassing
• Homeless committing a crime
• Individual with an emergency health issue

What is available prior to my building or remodeling projects and/or repairs?

PNA suggests to go to the planning code regulations website for information to be in City compliance before starting your project.

Avoid possible costly mistakes. Request a list of electrical or plumbing jobs from this division to verify if a permit requires to be pulled by your contractor. 

Inquire with this division if a permit is required for your project.  Some project or job examples can be and are not limited to:

• Block Walls and fencing
• Roofing- install/replacement/repairs
• Solar Panels- installation/repairs
• Installation/updating or repairs to code for electrical, HVAC mechanical, plumbing jobs, swamp coolers

• Structure locations for utility setbacks
• Easements
• Type and height of structure
• Remodeling projects
• Zoning compliance
• Mark underground utility lines
• Permit issuance information


Also, referrals from other property owners for contractors can be beneficial and time saving. Knowing a contractor’s business license, certifications and insurance coverage may and should also be a consideration prior to hire.

How does one become a PNA Entryway Caretaker ?

Contact the Parkway Neighborhood Association (PNA) through the CONTACT page. A message from you that  describes your time vested provides the PNA Board an idea on how to accommodate that fits everyone’s schedules . Perhaps also invite a neighborhood friend.
